`I saw "La Ley de Herodes". It's a Mexican film. It is about government corruption.
It is a libertarian film in the sense that once the structure of government is formed, the individual selected for a position is irrelevant. Well-intentioned or not, each one of the new mayors ends up resorting to corrupt practices because those with some power would rather bribe the mayor to keep that power than allow freedom to exist.

The HBO series Deadwood is actually a pretty strong representation of state vs. individual. It's a strange, depressing and exciting contrast between the best and worst of humanity. For those of us who must go back at least one hundred years to feel remotely patriotic, there's that as well.
As a production, it is excellent across the board.
Warning: Deadwood is supremely vulgar and violent.

`It seems a lot more movies are touching on the theme of individual vs. state. First ones that come to mind are Iron Man (which Cracked.com refers to as "Ayn Rand's wet dream"), Shooter, and The International. Others do it in a more subtle way:
Rise of Planet of the Apes - wherein the apes leave the city and go off to form their own society (a fairly common theme, actually).
Spartacus - wherein a bunch of slaves fight against Rome to earn their freedom.
Game of Thrones - Various factions, such as the Starks, clash with the statist Baratheons, eventually forming their own kingdom when their grievances are not addressed.
